Section 75 of MV Act 1988 :- Scheme for renting of motorcabs -- (1) The Central Government may, by notification in the Official Gazette, make a scheme for the purpose of regulating the business of renting of [motor cabs or motor cycles to persons desiring to drive either by themselves or through drivers, motor cabs or motor cycles] for their own use and for matters connected therewith.

(2) A scheme made under sub-section (1) may provide for all or any of the following matters, namely:-

(a) licensing of operators under the scheme including grant, renewal and revocation of such licences;

(b) form of application and form of licences and the particulars to be contained therein;

(c) fee to be paid with the application for such licences;

(d) the authorities to which the application shall be made;

(e) condition subject to which such licences may be granted, renewed or revoked;

(f) appeals against orders of refusal to grant or renew such licences and appeals against orders revoking such licences;

(g) conditions subject to which motorcabs may be rented;

(h) maintenance of records and inspection of such records;

(i) such other matters as may be necessary to carry out the purposes of this section.

मोटर यान अधिनियम, 1988 की धारा 75 का विवरण :  -   मोटर टैक्सियों को किराए पर देने के लिए स्कीम -- (1) केन्द्रीय सरकार, राजपत्र में अधिसूचना द्वारा, ऐसे व्यक्तियों को जो अपने उपयोग के लिए स्वयं या ड्राइवरों के माध्यम से मोटर टैक्सी या मोटर साइकिल चलाने की वांछा रखते हैं, मोटर टैक्सियों या मोटर साइकिलों को किराए पर देने के कारबार को विनियमित करने के प्रयोजन के लिए और उससे संबंधित विषयों के लिए एक स्कीम बना सकेगी।

(2) उपधारा (1) के अधीन बनाई गई स्कीम में निम्नलिखित सभी या किन्हीं विषयों का उपबंध किया जा सकेगा, अर्थात् :-

(क) स्कीम के अधीन प्रचालकों को अनुज्ञप्ति देना जिसके अंतर्गत ऐसी अनुज्ञप्तियों का दिया जाना, नवीकरण और प्रतिसंहरण है;  

(ख) आवेदन का प्ररूप और अनुज्ञप्तियों का प्ररूप तथा उसमें दी जाने वाली विशिष्टियां:

(ग) ऐसी अनुज्ञप्तियों के लिए आवेदन के साथ दी जाने वाली फीस;

(घ) वे प्राधिकारी जिनको आवेदन किया जाएगा; 

(ङ) वह शर्त जिसके अधीन ऐसी अनुज्ञप्तियां दी जा सकेंगी, नवीकृत या प्रतिसंहृत की जा सकेंगी;

(च) ऐसी अनुज्ञप्तियों के दिए जाने या नवीकरण से इंकार करने वाले आदेशों के विरुद्ध अपीलें और ऐसी अनुज्ञप्तियों को प्रतिसंहृत करने वाले आदेशों के विरुद्ध अपीलें;

(छ) वे शर्ते जिनके अधीन मोटर टैक्सी किराए पर दी जा सकेंगी;

(ज) अभिलेखों का रखा जाना और ऐसे अभिलेखों का निरीक्षण;

(झ) ऐसे अन्य विषय, जो इस धारा के प्रयोजनों को कार्यान्वित करने के लिए आवश्यक हों ।
