Section 3 Motor Vehicles Act, 1988 in Hindi and English



Section 3 of MV Act 1988 :- 3. Necessity for driving licence -- (1) No person shall drive a motor vehicle in any public place unless he holds an effective driving licence issued to him authorising him to drive the vehicle; and no person shall so drive a transport vehicle other than [a motor cab or motor cycle hired for his own use or rented under any scheme made under sub-section (2) of section 75 unless his driving licence specifically entitles him so to do.

(2) The conditions subject to which sub-section (1) shall not apply to a person receiving instructions in driving a motor vehicle shall be such as may be prescribed by the Central Government.

मोटर यान अधिनियम, 1988 की धारा 3 का विवरण :  -  चालन-अनुज्ञप्ति की आवश्यकता -- (1) कोई व्यक्ति किसी सार्वजनिक स्थान में मोटर यान तभी चलाएगा जब उसके पास यान चलाने के लिए उसे प्राधिकृत करते हुए उसके नाम में दी गई प्रभावी चालन-अनुज्ञप्ति है; और कोई भी व्यक्ति ऐसी मोटर टैक्सी या मोटर साईकिल से भिन्न जिसे उसने अपने उपयोग के लिए भाड़े पर लिया है या धारा 75 की उप-धारा (2) के अधीन बनाई गई किसी स्कीम के अधीन किराए पर लिया है परिवहन यान को इस प्रकार तभी चलाएगा जब उसकी चालन-अनुज्ञप्ति उसे विनिर्दिष्ट रूप से ऐसा करने का हकदार बनाती है।


(2) वे शर्ते जिनके अधीन उप-धारा (1) ऐसे व्यक्ति को लागू नहीं होगी जो मोटर चलाना सीख रहा है, ऐसी होंगी जो केन्द्रीय सरकार द्वारा विहित की जाएं।
