Section 215B Motor Vehicles Act, 1988 in Hindi and English

Section 215B of MV Act 1988 :- National Road Safety Baord -- (1) The Central Government shall, by notification in the Official Gazette, constitute a National Road Safety Board consisting of a Chairman, such number of representatives from the State Governments, and such other members as it may consider necessary and on such terms and conditions as may be prescribed by the Central Government.

(2) The National Board shall render advice to the Central Government or State Government, as the case may be, on all aspects pertaining to road safety and traffic management including, but not limited to, --

(a) the standards of design, weight, construction, manufacturing process, les operation and maintenance of motor vehicles and of safety equipment;

(b) the registration and licensing of motor vehicles;

(c) the formulation of standards for road safety, road infrastructure and control the of traffic;

(d) the facilitation of safe and sustainable utilisation of road transport ecosystem;

(e) the promotion of new vehicle technology;

(f) the safety of vulnerable road users;

(g) programmes for educating and sensitising drivers and other road users; and

(h) such other functions as may be prescribed by the Central Government from time to time.

मोटर यान अधिनियम, 1988 की धारा 215ख का विवरण :  -  राष्ट्रीय सड़क सुरक्षा बोर्ड -- (1) केन्द्रीय सरकार, राजपत्र में अधिसूचना द्वारा एक राष्ट्रीय सड़क सुरक्षा बोर्ड का गठन करेगी, जो एक अध्यक्ष, राज्य सरकारों से उतनी संख्या में प्रतिनिधियों और ऐसे अन्य सदस्यों से मिलकर बनेगा, जिन्हें वह आवश्यक समझे और उसका गठन ऐसे निबंधनों और शर्तों पर किया जाएगा, जो केन्द्रीय सरकार द्वारा विहित की जाएं ।

(2) राष्ट्रीय बोर्ड, सड़क सुरक्षा और यातायात प्रबंध से संबंधित सभी पहलुओं पर, यथास्थिति केन्द्रीय सरकार या राज्य सरकार को सलाह देगा, जिसके अंतर्गत निम्नलिखित है, किंतु यह उन तक ही सीमित नहीं होगी,--

(क) मोटर यानों और सुरक्षा उपस्कर के डिजाइन, वजन, संनिर्माण, विनिर्माण प्रक्रिया, प्रचालन और अनुरक्षण के मानक; 

(ख) मोटर यानों का रजिस्ट्रीकरण और अनुज्ञापन;

(ग) सड़क सुरक्षा, सड़क अवसंरचना और यातायात के नियंत्रण के लिए मानकों की विरचना;

(घ) सड़क परिवहन पारिस्थितिकी प्रणाली के सुरक्षित और संधारणीय उपयोग को सुकर बनाना;

(ङ) नई यान प्रौद्योगिकी का सवर्धन;

(च) असुरक्षित सड़क उपयोक्ताओं की सुरक्षा;

(छ) चालकों और अन्य सड़क उपयोक्ताओं को शिक्षित करने और संवेदनशील बनाने के लिए कार्यक्रम; और

(ज) ऐसे अन्य कृत्य, जो केन्द्रीय सरकार द्वारा समय-समय पर विहित किए जाएं ।
