Section 144A of CrPC 1973 :- 144-A. Power to prohibit carrying arms in procession or mass drill or mass training with arms ---(1) The District Magistrate may, whenever he considers so to do for the preservation of public peace or public safety or for the maintenance of public order, by public notice or by order, prohibit in any area within the local limits of his jurisdiction, the carrying of arms in any procession or the organising or holding of, or taking part in any mass drill or mass training with arms in any public place.

(2) A public notice issued or an order made under this section may be directed to a particular person or to persons belonging to any community, party or organisation.

(3) No public notice issued or an order made under this section shall remain in force for more than three months from the date on which it is issued or made.

(4) The State Government may, if it considers necessary so to do for the preservation of public peace or public safety or for the maintenance of public order, by notification, direct that a public notice issued or order made by the District Magistrate under this section shall remain in force for such further period not exceeding six months from the date on which such public notice or order was issued or made by the District Magistrate would have, but for such direction, expired, as it may specify in the said notification.

(5) The State Government may, subject to such control and directions as it may deem fit to impose, by general or special order, delegate its powers under sub-section (4) to the District Magistrate.

Explanation - The word "arms” shall have the meaning assigned to it in section 153-AA of the Indian Penal Code (45 of 1860)

दंड प्रक्रिया संहिता 1973 की धारा 144-क का विवरण :  -  144-क. आयुध सहित जुलूस या सामूहिक कवायद या सामूहिक प्रशिक्षण के प्रतिषेध की शक्ति -- (1) जिला मजिस्ट्रेट, जब भी वह लोक शांति या लोक सुरक्षा या लोक व्यवस्था बनाए रखने के लिए ऐसा करना आवश्यक समझता है, लोक सूचना द्वारा या आदेश द्वारा, अपनी अधिकारिता की स्थानीय सीमाओं के भीतर किसी जुलूस में आयुध ले जाने या किसी लोक स्थान में आयुध सहित कोई सामूहिक कवायद या सामूहिक प्रशिक्षण संगठित या आयोजित करने या उसमें भाग लेने का प्रतिषेध कर सकेगा।

(2) इस धारा के अधीन जारी की गई लोक सूचना या किया गया आदेश किसी विशिष्ट व्यक्ति या किसी समुदाय, दल या संगठन के व्यक्तियों को निदेशित की जा सकेगी या किया जा सकेगा।

(3) इस धारा के अधीन जारी की गई लोक सूचना या किया गया आदेश, जारी किए जाने या बनाए जाने की तारीख से तीन मास से अधिक के लिए प्रवृत्त नहीं रहेगी या रहेगा।

(4) राज्य सरकार, यदि वह लोक शांति या लोक सुरक्षा या लोक व्यवस्था बनाए रखने के लिए ऐसा करना आवश्यक समझती है, तो अधिसूचना द्वारा, यह निदेश दे सकेगी कि इस धारा के अधीन जिला मजिस्ट्रेट द्वारा निकाली गई लोक सूचना या किया गया आदेश, उस तारीख से, जिसको जिला मजिस्ट्रेट द्वारा ऐसी लोक सूचना निकाली गई थी या आदेश किया गया था, ऐसे निदेश के न होने की दशा में समाप्त हो जाती या हो जाता, छह माह की ऐसी अतिरिक्त अवधि के लिए लागू रहेगी या रहेगा जो उक्त अधिसूचना में विनिर्दिष्ट की जाए।

(5) राज्य सरकार, साधारण या विशेष आदेश द्वारा, उपधारा (4) के अधीन अपनी शक्तियाँ जिला मजिस्ट्रेट को, ऐसे नियंत्रणों और निदेशों के अधीन रहते हुए जिन्हें अधिरोपित करना वह ठीक समझे, प्रत्यायोजित कर सकेगी।

स्पष्टीकरण -- “आयुध' शब्द का वही अर्थ है जो उसका भारतीय दण्ड संहिता (1860 का 45) की धारा 153-कक में है।
