Section 9 The Factories Act, 1948 : 

Powers of Inspectors.—Subject to any rules made in this behalf, an Inspector may, within the local limits for which he is appointed,—

(a) enter, with such assistants, being persons in the service of the Government, or any local or other public authority, 1[or with an expert] as he thinks fit, any place which is used, or which he has reason to believe is used, as a factory; 2[(b) make examination of the premises, plant, machinery, article or substance;

(c) inquire into any accident or dangerous occurrence, whether resulting in bodily injury, disability or not, and take on the spot or otherwise statements of any person which he may consider necessary for such inquiry;

(d) require the production of any prescribed register or any other document relating to the factory;

(e) seize, or take copies of, any register, record or other document or any portion thereof as he may consider necessary in respect of any offence under this Act, which he has reason to believe, has been committed;

(f) direct the occupier that any premises or any part thereof, or anything lying therein, shall be left undisturbed (whether generally or in particular respects) for so long as is necessary for the purpose of any examination under clause (b);

(g) take measurements and photographs and make such recordings as he considers necessary for the purpose of any examination under clause (b), taking with him any necessary instrument or equipment;

(h) in case of any article or substance found in any premises, being an article or substance which appears to him as having caused or is likely to cause danger to the health or safety of the workers, direct it to be dismantled or subject it to any process or test (but not so as to damage or destroy it unless the same is, in the circumstances necessary, for carrying out the purposes of this Act), and take possession of any such article or substance or a part thereof, and detain it for so long as is necessary for such examination;

(i) exercise such other powers as may be prescribed:] Provided that no person shall be compelled under this section to answer any question or give any evidence tending to incriminate himself.

कारखाना अधिनियम, 1948 की धारा 9 का विवरण - 

निरीक्षकों की शक्तियां-इस निमित्त बनाए गए किन्हीं नियमों के अध्यधीन, निरीक्षक, उन स्थानीय सीमाओं के अन्दर जिनके लिए वह नियुक्त किया गया है-

(क) ऐसे सहायकों के साथ,जो सरकार की या किसी स्थानीय या अन्य लोक प्राधिकारी की सेवा में के व्यक्ति हैं [या किसी विशेषज्ञ के साथ] जिन्हें वह ठीक समझे, किसी ऐसे स्थान पर प्रवेश कर सकेगा जो कारखाने के रूप में प्रयुक्त किया जाता है या जिसके ऐसे प्रयुक्त किए जाने का विश्वास करने के लिए उसके पास कारण हैं; 

 [(ख) परिसर, संयंत्र, मशीनरी, वस्तु या पदार्थ की परीक्षा कर सकेगा; 

(ग) ऐसी किसी दुर्घटना या खतरनाक घटना की जांच कर सकेगा चाहे उसके परिणामस्वरूप कोई शारीरिक क्षति या निःशक्तता हुई हो, या नहीं, और किसी व्यक्ति का स्थल पर या अन्यथा जैसा वह ऐसी जांच के लिए आवश्यक समझे, कथन ले सकेगा]; 

(घ) कारखाने से संबंधित किसी विहित रजिस्टर या किसी अन्य दस्तावेज को पेश करने की अपेक्षा कर सकेगा; 

(ङ) किसी रजिस्टर, अभिलेख या अन्य दस्तावेज या उसके किसी भाग का, जिसे वह इस अधिनियम के अधीन किसी अपराध की बाबत जिसके बारे में उसके पास यह विश्वास करने का कारण है कि वह अपराध किया गया है, आवश्यक समझे, अभिग्रहण कर सकेगा या उसकी प्रतियां ले सकेगा :

(च) अधिष्ठाता को यह निदेश दे सकेगा कि किसी परिसर या उसके किसी भाग या उमसें पड़ी हुई किसी वस्तु को (चाहे साधारणतया या किन्हीं विशिष्ट बातों में) तब तक के लिए जब तक खंड (ख) के अधीन किसी परीक्षा के प्रयोजनों के लिए आवश्यक है, यथावत रहने दिया जाए;   

(छ) अपने साथ कोई आवश्यक उपकरण या उपस्कर ले जा कर, नाप और फोटोचित्र ले सकेगा और ऐसे अभिलेख तैयार कर सकेगा जो वह खंड (ख) के अधीन किसी परीक्षा के प्रयोजन के लिए आवश्यक समझे;  

(ज) किसी परिसर में पाई गई किसी ऐसी वस्तु या पदार्थ की देशों में, जो ऐसी वस्तु या पदार्थ है जिसकी बाबत उसे यह प्रतीत होता है कि उसने कर्मकारों के स्वास्थ्य या सुरक्षा को खतरा पैदा किया है या पैदा कर सकता है, निदेश दे सकेगा कि उसे खोल डाला जाए या उस पर कोई ऐसी प्रक्रिया या परख की जाए (किन्तु इस प्रकार से कि उसे कोई नुकसान न हो या वह नष्ट न हो, सिवाय तब जब इस अधिनियम के प्रयोजनों  को कार्यान्वित करने के लिए, उन परिस्थितियों में, ऐसा करना आवश्यक हो), और किसी ऐसी वस्तु या पदार्थ या उसके भाग को अपने कब्जे में ले सकेगा, और उसे तब तक निरोध में रख सकेगा जब तक ऐसी परीक्षा के लिए आवश्यक हो; 

(झ) ऐसी अन्य शक्तियों का प्रयोग कर सकेगा जो विहित की जाएं ।
