On 14th July, 2017, in the case of Extra Judl. Exec. Victim Families Assn. & Anr. v. Union of India & Ors. [Writ Petition (Crl.) No. 129 of 2012], wherein it was alleged that number of persons had been killed in Manipur in fake encounters by police personnel and personnel in uniform of the armed forces of the Union, the Supreme Court observed that “it would be appropriate if the Central Bureau of Investigation (or the CBI) is required to look into these fake encounters or use of excessive or retaliatory force.” Accordingly, the Director of the CBI was directed to nominate a group of five officers to go through the records of the cases, lodge necessary FIRs and to complete the investigations into the same by 31st December, 2017 and prepare charge sheets, wherever necessary.
