Article 319 in The Indian Constitution

Prohibition as to the holding of offices by members of Commission on ceasing to be such members On ceasing to hold office
(a) the Chairman of the Union Public Service Commission shall be ineligible for further employment either under the Government of India or under the Government of a State;
(b) the Chairman of a State Public Service Commission shall be eligible for appointment as the Chairman or any other member of the Union Public Service Commission or as the Chairman of any other State Public Service Commission, but not for any other employment either under the Government of India or under the Government of a State;
(c) a member other than the Chairman of th Union Public Service Commission shall be eligible for appointment as the Chairman of the Union Public Service commission or as the Chairman of a State Public Service Commission, but not for any other employment either under the Government of India or under the Government of a State;
(d) a member other than the Chairman of a State Public Service Commission shall be eligible for appointment as the Chairman or any other member of the Union Public Service Commission or as the Chairman of that of any other State Public Service Commission, but not for any other employment either under the Government of India or under the Government of a State

  1. I don't know this Article has been amended or not.But, after coming into Power in first tenure,our Prime Minister,Res Respec Narendra Modi has appointed a retired Chairman or Member of UPSC on important Post in Central Government after bringing an Ordinance issued by the Respected President of India to avoid violation of the Constitution of India.I even didn't know whether that Ordinance was passed by our Parliament or not.
    But ,we have to consider that why Chairman of a State Public Service Commission or a Member after ceasing to hold concerned phase been appointed on different Posts under State or University?
    The answer is that according to my experience, Article 320 (e),Para 2 authorises that Governor of the State may give any direction to the Commission to follow.
    This Power enables the Chief Minister to Mismanage the functions of a Commission immproperly.After Ceasing to hold office, they are rewarded by a lucrative Post.
    In fact,tthis is the route cause of corruption in States.
